The TDP of i7 4710qm is 47W. How many wattage do its cpu and gpu share respectively? If a discrete video card installed, does its gpu still use power?

The 47W is for the entire package, which includes the memory controller and VRM. Unless there's sensors on the processor telling how much power is being consumed, this isn't a question that can be answered with a moderate degree of certainty.

If a discrete card is included in the mix, then it depends on what the final product is that the processor will be used. If it's a laptop, the integrated graphics will still be used to drive the laptop's display.

If you were on an OS prior to Windows 10, the iGPU would be operational on the platform if the discrete GPU was not needed, for basic tasks. When high horsepower is needed during taxation on the system with a game or rendering, then the discrete GPU kicks in, disabling the iGPU. With Windows 10 and above, the discrete GPU is the only physically recognized GPU on the platform, regardless of having an iGPU or otherwise).
