Adding to what DSzymborski said, you can see the 250 W number written as it is on the PSU - Max output power. As for the 168 W number, you basically multiply the number given in 'A' against the +12V with 12. So, since 14 A is given for the +12V, the resultant power that the PSU can supply is actually only 12 times 14, that is 168 W.
