Question How much CPU power would I lose/gain with this new laptop?

I'm about to replace my 2019 Asus laptop with an Intel i5-8250U CPU 8GB of RAM for an HP running an AMD Ryzen 3 7320U processor, also with 8GB of RAM. Roughly, how much processing power would I lose? Or, given that the AMD is a newer processor, is it a toss-up?

Internet browsing, writing reports on LibreOffice. No photo/video editing or games. Watching the occaisional YouTube video. Right now I have 17 tabs open, no speed complaints. I'm very pleased with the Asus. Getting a new laptop because I don't get the battery power I used to, so it usually runs electricity. Fortunately I rarely do remote work these days. But with the Canadian dollar down I thought I'd better buy something now before all sub $1,000 14 inch laptops sold here only run Celerons.
 
The amd processor is newer and more powerful, figure 20-30% improvement in speed and battery life.

If possible upgrading to 16gb of ram may be beneficial.

For under $1000 there should be options available with 16gb ram and faster processors.
Thanks for taking time to reply. I should have explained that I need a 14-in laptop. In Canada there are lots of options with 16GB of ram and faster processors in 15-in laptops, but not the smaller size. Probably because of the sinking Canadian dollar.

Depending on the model, it may have a second DIMM slot, so I think @Kona45primo was suggesting to add some as opposed to how it's configured for sale.

Second the AMD. It's a better proc, period.

Thanks for the suggestion, but I need a 14-in. A 15 is too wide to sit on my lap. And I wouldn't buy an Open Box -- risk of malware. Discovered today that Best Buy Canada has a 14 inch Lenovo running a Ryzen 5 with 16GB ram for $850, but not willing to spend that much.
BTW, I can have Best Buy install 16GB ram in the HP/Ryzen3 for about $90, but that voids the warranty. However, the salesman helpfully pointed out, I can purchase a substitute warranty for about $200.
