How much quieter is a 19 dba fan compared to a 21 dba fan?

well, the decibel scale rises exponentially, 20db is twice as loud as 19db, so 21db would be 4x as loud as 19db.
It will be a bit quieter.

A 19 db fan and a 21 db fan will both be silent, 20dB is a quite room. You CPU cooler and GPU cooler will end up being far far louder than either of those fans.

Unless you intentionally put a passive cooler on it yes, but if you put a passive cooler on it you need to make sure you still have airflow through the case. Any normal computer will have a CPU fan on its cooler, which will usually hit 40-60dBa
