How much speed for a cooling fan do i need to overclock my intel pentium 3258 3.2ghz to 4.1ghz?

First of all, how high you can oc your G3258 will be determined by your luck in getting a good chip.
Your expectation is reasonable.

If you are using the stock intel pushpin cooler with a 92mm fan, the speed will be controlled by the motherboard and may spin up to past 2000 rpm.

If you are using an aftermarket cooler, they come with different fan sizes. 120mm or 140mm is typical.
If you are using a simple $35 tower cooler with a 120mm fan, expect your speeds to be in the 1000 to 1500 rpm range.
Scythe kotetsu, cryorig H7, cm hyper212 are all appropriate.

When overclocking, the key metric is to monitor vcore. It should not exceed 1.3v.
CPU-Z will measure this.

Likely, you will run into a vcore limit before you run into a thermal...

still haven't got anything tomorrow i will get the cpu and h81-k mobo 8gb ram so i am asking what i should get , what heatsink/cooler do you suggest?

That assumes you have a decent aftermarket cooler, and your case can supply the cooler with sufficient fresh air.
