Question How powerful should my server be so I can host a multiplayer game with a bunch of lobbies with around 15 people each?

Well I'm planning to make a little 3D racing game. Actually the project is very big in my mind but seeing my skills it will probably be something little. On the map there will be a city, shops, mountain, nothing too too much. As long as I know I may need a Ryzen 2nd or 3rd gen or an Intel 8th or 9th gen to host. For connection I use an Ethernet cable. The other things I don't really understand that you asked. I hope this is useful.

I would recommend you build the game and see what system resources one full instance of the game requires. Then, we can talk about server needs.
