If I had 500-750 dollars to spend, how much should I put towards a video card? a cpu and so on

How should I break it down?

It depends on the intended use.

For an FTP computer it would be focused on cpu and storage

For a backup computer it would be focused almost on entirely on storage.

For a gaming computer you first need to establish the game you will be playing, resolution and ingame settings you would like.
