Hello all, I need your help.
How does I lock 30FPS and make it smooth on PC games?
For games like Killing Floor 2, GTA V, AC3 and others.
Is there a program or something?
When I played Prototype 2 and had extremely big issues with FPS I enabled Triple Buffering when it was by itself 30FPS it was running so much smooth.
Any ideas?

There is NO "program or something" as Frames Per Second and 'smooth" gameplay
(no lags, drops, stutters) are all based on YOUR HARDWARE.
You are running a LAPTOP.
That laptop has "GT 740M, i3-3217U, 6GB RAM" <- THAT IS NOT GAMING BUILT HARDWARE
That is A typical LOW END multimedia purpose GENERAL PC use (the other 90% of people out there).

Add your i3 which is the ENTRY LEVEL iCore, used for BASIC use (again not GAMING centric) , a common CPU for gaming is either the AMD FX8 series OR the Intel i5. As they have MORE CORES to do MORE WORK which is what the GAMES and GPU rely on to make it 50FPS+ "and make it smooth on PC games".
If you have only a 'couple hundred' then your only choice is to get a PS4 to get the PERFORMANCE on the CHEAP that meets your demands. If you want a PC, desktop systems capable are $700+ (no you can't get cheaper BECAUSE the hardware costs so much on PC side) and for portable (Laptop) gaming your looking at LEAST $1200 TYPICALLY $2000 (again to make the same desktop hardware 'fit' inside a portable case, not weigh 12LBS when carrying, doesn't literally catch fire / melt components with the excessive heat, and doesn't' drain the battery in 15 min - costs ALOT of money to enginner and thus be SOLD for).
