I recently bought an ASUS VX239H 23.6 inch 1080p AH-IPS monitor. I'm currently running it at 60 Hz but the spec sheet says that it is capable of 75 Hz refresh. It also appears in CCC that the max reported refresh rate is 75 Hz but neither windows nor CCC allows me to access 75 Hz.

Here's the link for the monitor:
https://www.asus.com/ph/Monitors/VX239H/

Can anyone help me resolve the problem? Do note that I'am running a 260X at 2.0 speed (planning to upgrade to the 370 or 370x when available if the price is right)

Even though it might seem in the setting that you're running at 75hz doesn't remove the fact that the max frequency an HDMI cable displays is 60hz. So you're seeing 60Hz instead of 75. You need displayport or dual link DVI cable to really enable higher frequencies.

My gpu has a DP port but my monitor doesn't have one. Should I use DP-HDMI or buy a HDMI-HDMI 1.3 and above?

HDMI 1.4 If I remember correctly. I bought a 4K ready HDMI cable (1.4) but it still doesn't allow me to access 75 Hz. I tried to overclock the monitor but it outright didn't even let me to. I'll try to buy DP-HDMI in Japan. DP cables isn't available here in the Philippines, at least not that I know of.

If u say your hdmi is 1.4 dont bother to buy a dp, it wont make any difference.
