How to add a cookie to a html doc

Hello, I just have a quick question I want to add a cookie to html doc and all I want to do is have the cookie show up if some one checks there cookies.

Yes I have alredy go over this site and you have to have a veritable for each one. I just want a cookie to show up no data no cookie.
