There are two ways you can make your PC boot up faster: the free way, or the SSD way.
The Free Way:
Remove useless programs and files from your harddrive.
Go into the Windows Task Manager and remove Startup programs that you don't need to start up on boot.
Go into your BIOS and make your harddrive one of the first things to be loaded up by the computer.
This will all help boot up faster, but it won't be that big of a change. Hard drives are known for their slow load times.
The SSD Way:
The title suggests what you are gonna do.
Buy an SSD and install Windows on that. Windows will startup in 20 seconds or less, maybe even 10 seconds.
For the fastest SSD, get an NVME M.2 SSD.
You can grab a Samsung 250GB NVME M.2 SSD for around $110USD.
Or you could pick up a SATA SSD. These are still SSDs, but plug into the SATA port on your motherboard just like hard drives do.
Hope this helped you out!
