How to build up cpu i7, ati 7990, RAM 16gb

I want to build up a desktop
CPU : i7
GPU : AMD HD radeon 7990
RAM : 16gb
but I don't know how many fans and psu requirement?
it uses for graphic design, 3DS Max, Editor, ...

If by "fans" you mean case fans then the answer is quite simply anything included with the case. As for the PSU, I recommend an EVGA 750 B2.
