How to buy with steam wallet?

So this is whats happening.Me and my friend bought were gifted a copy of Left 4 Dead 2 on steam,but we are bought limited users so we can`t add each other as friends on steam.What i wanted to do is buy a game on steam for 5$ and become unlimited so i can add him.My friend is going to gift me a steam wallet card of 5$.My question is:will i be able to buy games normally because i am a limited user and the steam wallet money was gifted to me?Also i was wondering (because i know that you have to buy a game at least 5$ worth to become unlimited) does a game worth 4,99$ count as 5$,and will i become unlimited if i buy it?And one more thing does steam wallet appear as payment method after you click on purchase in your cart or what do you need to do?Sorry if i am being dumb,i am new to steam.

You have to spend at least 5 dollars so no 4,99 doesn't count. You should be able to use a wallet code to add to your currency in steam since the wallet codes are a way of payment so you shouldn;t have any problem. Lastly, you can select your wallet as a payment method. Otherwise, why would you be able to add money to it? Simply add a game to your cart proceed by selecting "this is for me" on your steam cart (or however it is in English) and select the method with which you want to pay. You can always ask steam support center if you are not sure for something.
