How to bypass Steam download limit (nothing else is limited)?

So on Steam it maxes out around 470kb/s, however when updating games on Battle.net for example, it reaches over 15mb/s. Is there a way to bypass the Steam limit, possibly by using a VPN or something (I'm not very familiar with networking). Also, could this be detected?
