1. Create a system restore point (in case something goes wrong)
2. Open up regedit (Win+R) and type regedit
3. Go to “HKEY_CURRENT_USER\Control Panel\Desktop\
4. On the right side, find the entry Wallpaper and change the wallpaper path to where your wallpaper is located
5. Now on the left side, right click on the Desktop folder and click Permissions
6. Inside the permissions window, click on Advanced
7. On the top click on Owner tab
8. Under "Change owner to", click on your user name (it has to be highlighted) and click OK
9. Back into the permissions window, click on Advanced
10. At the bottom uncheck "Include inheritable permissions from this object's parent".
11. After that a prompt will appear, click "Remove"
12. Next click Add
13. The "Select User or Group" window will appear and at the bottom of that window under "Enter the object name to select (examples), Type Everyone and click OK
14. Next to "Read Controls" check the Allow box and click OK twice.
15. Then select "Everyone". Next to "Read" check the Allow box and click OK.
16. Restart your system and after it reboots, you'll see your new desktop background.
