Here's link to Microsoft website:
http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/int_pr_mui.mspx?mfr=true

It says:

To change the language used for menus and dialog boxes
1.
Open Regional and Language Options in Control Panel.

2.
On the Languages tab, under Language used in menus and dialogs, click the language you want.

Note

• To open Regional and Language Options, click Start, click Control Panel, click Date, Time, Language, and Regional Options, and then click Regional and Language Options.

• This option is only available in the Windows Multilingual User Interface Pack. If you are interested in this product, please contact the Microsoft office nearest you for more information.

To change the language used for menus and dialog boxes in Windows XP you have to install the Windows Multilingual User Interface Pack from Microsoft. Your XP must have SP3 installed in order to install the MUI Pack: http://www.microsoft.com/en-gb/download/details.aspx?id=22108

When you've installed the MUI Pack, proceed as follows:

1) Open Regional and Language Options in Control Panel.

2) On the "Languages" tab, under "Language used in menus and dialogs", click the language you want.
