How to check for internet throttling?

Is there a definitive way to check for throttling? With the recent untimely repeal of the open internet laws my download and upload speeds have seemingly diminished somewhat. I pay for 16 Mb down and 1 Mb and its been that way until about 2 weeks ago its dropped down to 2 Mb down and around 300 Kb up.

The FCC is allowing ISPs to throttle data and then charge websites to have quicker access to their users.

You have been living under a rock if you did not see this one. It was not some minor little post on some forum it was on every international news channel in the world.

The largest impact is going to be the ability of ISP to force content providers like netflix to pay them or be degraded. The ISP can already throttle what they consider misuse of their system for things like torrent. So far companies like netflix have been paying off the extorting ISP. even before this ruling.

This will unlikely affect the end consumer directly since they know really well that if you pay for 50m and constantly only get 10m you will just drop your plan to the 10m plan and they get less money. They would much prefer you try to download lots of netflix and then complain about slow respose to netflix so netflix has to pay more for their access.

Still this does to apply directly to the EU or other countries but will likely have some impact.

What we must worry about the most is if the ISP and the content provider are the same company then they can block competition...ie verizon buys netflix and then blocks hulu or amazon video.

Well I borrowed a friend's VPN. My download speed went up to 20 Mb, I'm pretty sure I'm being throttled.

I would suggest taking this issue to your ISP and they must be held responsible for this. Just petition them endlessly and if you are serious enough , then take this up to consumer forums and consumer courts. They are sure to take notice of this
