how to check the amperage going to the graphics card?

Solution
Buy a DC clamp-meter, separate the yellow wires from the black wires on the PCIe AUX cable and that at least gets you current draw on the PCIe cable. For power going through the PCIe slot, you'd need a measurement riser to split voltages out. Next best thing would be to separate out 12V on the ATX connector, measure with the PC booted using the IGP, shut down, re-install the GPU, then measure the ATX current draw again. Since the CPU gets its power from the EPS12/ATX12V connector, change on the ATX connector's 12V wires should be mostly from PCIe slots.
