How to connect to a ftp server running on different network

I am running a ftp server (port:21) on my windows 7 PC connected to a legacy LAN Router-2 and is having a IP 192.168.42.211 whereas the Router-2 is having IP 192.168.0.2 which in turn is connected to a different Router-1 having IP 192.168.0.1 and is actually connected to Modem.

But when trying to connect to this ftp server from devices which are actually connected to the Router-1(i.e. the one connected with modem) and are having IP such as--> 192.168.0.x where x={2,3..255} connection fails.

Please help if anyone knows how to resolve this issue.

A diagram might help explain how everything is connected. Like, how is router 2 connected to router 1?
