I have a question. I purchased https://www.amazon.com/gp/product/B07N8R41MJ/ref=ppx_yo_dt_b_asin_title_o04_s00?ie=UTF8&psc=1 and in the back section I cut two holes and mounted 2 https://www.digikey.com/en/products/detail/orion-fans/OD9238-12HB-VXC10A/2707947 and have them wired into a 12v power supply. My problem is they are 75-80 db when on full speed even though they are stated at 50 something dbs. I would like to control the speed of these fans and not sure how to do this. I've taken out the bottom shelf and added an xbox and put the fans in to keep the xbox cooler. I have a monitor mounted to the top of the shelf. My problem is its not connected to a computer so was trying to find a decently easy way to control the speed of the fans

Wire it up. 5v out of the converter through the generator, 12v parallel from before the converter, both to a standard 4pin fan header. That'll supply fan 12v/gnd/blank/pwm . You could daisy multiple leads from there to hit upto 10 fan headers simultaneously.

In affect you are building your own Hub, controlled by the Hub, not by the pc . now if you could disassemble an old , unused psu and snatch the 5v and 12v rails out of it, you'd really have something. a 120/240v standard power plug, hub control and fan outputs without the need of a separate converter. Actually, you could de-solder everything coming from the rear of the psu, run the generator internally from the 5v rail and solder up some fan extensions in place of the regular...

It should, don't see why it wouldn't. Just have to come up with a creative way to make a box that'd protect the solder joints from shorting, have power input connections and fan outputs. You can get connectors easy enough. I'd go with molex vs Sata, molex carries higher wattage and is far less prone to breakage.

So would it be something like this? 12v power supply to converter down to 5v. Out of 5v converter into the pulse generator out of pulse generator into pwm wire of the fan? Connectors should be easy to get have so many different types i can get at work.

That'd give you a fully isolated and portable fan hub that'd just plug in to standard wall power.

Because XBox doesn't have an app that adjust the voltage to fans you would need to add/install a switch within the wiring.
The same way you would adjust the lights to dim in a room , you would slow the fans .
A knob type or slider type switch , that adjust the voltage up & down.
They are called "reostat" switches or many call them 'dimmer switches"
Lots of things have dimmer switches. Even a volume knob that you turn on a stereo is a dimmer switch. Better caller

Something like that let you drop the 12v down to 9v or 7v maybe.
