How does one create a desktop icon from a website shortcut

On chrome you can click and drag this icon when on a webpage: Image onto your desktop. It'll create a shortcut.

Or in general, no matter the browser. Right click anywhere on desktop, New>Shortcut and type in the url there and just hit next and name it whatever you want.
