How to delete folder in use?

i tried rebooting tried cmd tried task manager but nothing was opened in task manager and nothing worked

uninstall whatever that is. I haven't heard of it. It's obviously interfering with whatever you're doing

I've uninstall it already but the folder remains in program files but it can't delete it says cannot delete file in use when its not that's my problem is there a solution
