how to determine what application created a file

I have a problem with some application creating several temporary files, and
I cannot determine what app is doing it. Some are .dat files, some are .tmp
files. Right clicking and looking at Properties, it only says "Opens With:
Unknown application". Is there a way to determine what app is creating these
files? I have scanned for spyware, viruses, etc with up to date scanners,
and the files are binary format so I can't directly determine what is in
them. This is XP Home Ed. with SP2.

Clear out the TMP/TEMP folder(s).

Start a program - do something - close program.

Check the TMP/TEMP folders.

Repeat for any and ll programs on your computer.

This is some kind of system app or service; I am hoping there is a way to
figure out what is creating these files without having to reboot with each
service one at a time. Thanks anyway.
