How to diagnose failing motherboard?

The problem is that I can't run CS:GO even in windowed mode at a passable FPS. When I boot, it hangs for a solid second or two then I can move my mouse. I've tried resetting CMOS, reinstalling windows, formatting drives, changing ram stick slots, updating BIOS, pretty much everything. I initially thought it was a graphics card issue, but since tested it with a friend's gtx 1060 and it still had problems, which leads me to believe it's the motherboard. I hope that's not the case, since I cant find a mobo with a 1150 socket worth a hoot to save my life. Any input would be much appreciated!
