how to disable cpu core parking

how do i disable core parking i belive it might be my desktops promble of stuttering in bf4 i have windows 7 i7 4790k and i see 1-4 cores parked in bf4

core 3 5 and 7 get parked and unpacked and i cant finger out why i am stuttering in bf4 i tested all my hard ware had a pc repair shop test it all i redownloaded ever time so i figed ill try cpu core parking

The app will do the job without having to keep the setting permanent, it resets when the app is closed.

i was looking in my windows monitor they were parked i unparked them and omfg!~!!!!!!!!!!!!!!!!!!! no stutters no lag spikes no cpu spikes like wdf... i didnt even know the game can run this smooth

it was parking 3 of my cores and made my cpu spike up then i stutter for a micro sec then my fps would be all over thew place with unparked cores i am geting 58-81 fps in 1440p with maxed settings and aa on befor i was geting 38-70 fps i n those settings

Why are they getting parked? How do you know they are?

here is the video of my cores parked and u can see the cpu spikes and the stutter @ 1:09 its micro but it happends when i was in gun figths so i always losted.... which is annoying in fps games but i unparked the cores and everthing is smooth ..... with my g sync am geting 70-100 fps with everthing maxed in bf4 in 1440p(aa off )
