By default, Fallout 4s VSync limits your frames per second to a full HALF of what your monitor is actually capable of. It does prevent some possible glitches and hiccups in the game from occurring though. But if you are feeling like you are getting mouse or input lag and want to try disabling this, it should help with that.
Step 1) Access the Fallout4 folder in your my documents.
Step 2) Open the file "Fallout4Prefs.ini. You'll need to open this with a program like notepad in order to edit it. This can be done by right clicking on it, selecting 'open with' and finding notepad in the program list.
Step 3) Find the line of text for "iPresentInterval=1". The easiest way to find this is using the ctrl+f function to find a line of text and start typing it in to the search option. Once you've found this, simply change the 1 to a 0 to turn it off.
Step 4) Save the file. Save the file, and overwrite the old one.
Now the next time you load up your game the VSync should be disabled and hopefully your frame rate and input lag should be reduced if not gone.
