No. That's not a valid way to do this. If you use an invalid DNS server address it simply prevents use of names to access sites, they can still be reached by using the IP address. Only for my curiosity: what about in Control Panel - internet Options/ Connections Tab / LAN Settings - Put a tick In Use Proxy and enter something that doesn't work, eg. 0.0.0.0 ?
