How to enable webcam in windows7

I have lost my video and microphone capabilites on my Toshhiba C650. can you help? 😍

On my Toshiba Satellite I get to the webcam by going to Start > All Programs > Toshiba > Media and Entertainment > Web Camera Application.

If you have somehow deleted this you can find drivers here. Under Download select your specific model.
