Question How to fix 0% GPU load during game?

You can see in the row "GPU Load", every 30 seconds or so, it drops to 0, freezing my game, for a few seconds, then returns back to normal. This only happens in Steam games as far as I can tell, and it makes them unplayable. I've tried reinstalling Windows, Steam, the game, and graphics drivers, but to no avail. I can't find any answer online that works. Any ideas?

GPU: Gigabyte G1 Gaming Geforce 1070
CPU: Ryzen 7 2700
RAM: 16GB

That's pretty much the norm for dx11 and earlier games,here is a video that explains how games use GPUs,they can only use one part of the GPU at a time and as you can see your GPU load is at 71% so it is doing work a other part of the GPU it's just the engine that is waiting for the other workload to finish.

But when the usage is at 0, the game freezes. Im sure thats not normal
