How to fix accer netbook

Hello,
i stupidly tried to restore my computer now it wont even let me log in to windows at all have tried the f2 and alt f10 but nothing just saysstartup is setting services and then a message appears to say i need to reinstall windows what can i do to get it bk to normal

Have you tried getting into the Safe Mode menu options.... like when you boot and press F8......
In my Acer Net-top it asks me there if I want to revert the system back to it's original state.......
