Question How to fix high but unstable FPS

Recently finished my build and running issues in game. Specifically apex legends. My NZXT cam shows very unstable FPS. min 9 avg 199 max 300
CPU: i9 7920x
MB: ASUS rog rampage vi extreme
GPU: GeForce rtx 2080 Ti
Ram: Corsair vengeance 32 gb
Hdd: Samsung 970 pro m.2
Psu: 1200w

Monitor : Alienware aw3418dw

Temps never got above 50C, my water cooling loop seems to keep temps pretty low and stable. I will do another test to get exact temps. How can I see individual core temps?

Update: Division 2 ran without any fps drops. Only having issues with stable frames for Apex legends. My speed tests are coming back with about a 2 ping, 300 down, 500 up. Temps are stable under 50C. I will run another set of tests soon.

usually your down should be higher than your up, so something is off there, unless you had a really large download or torrent underway when you did the test

I had no downloads going at the time of testing. Whenever I do my speed test I get a higher upload over download. I realize this is unusual, is this most likely an issue with my router or the something on the internet providers end?

Someone please help with my new build. I need to stabilize my FPS in online games.
