How to fix mouse lag?

Hey guys, so I just built my first PC, and everything's going fine, except sometimes my mouse lags for no reason. But I know I don't just have a crappy mouse. I know this because before I got my network adapter, it was working fine. But after I set my network adapter up, and started using chrome, it started lagging periodically. I've tried raising/lowering the DPI. (Which is really easy to do since my mouse has a DPI adjuster built in to it. I've tried updating the driver, nothing seems to be working.

2| Have you made sure your drivers are all up to date?

3| Is the issue seen only when you have Chrome opened up? It's possible the issue is with your ISP. If the mouse is lagging during gameplay then you may need to revise the chipset/USB drivers by uninstalling or reinstalling them and also see if the mouse needs an additional app like Razer requires the Synapse app.

GPU: N/A (hasn't come in the mail yet)

I just tried closing all programs and on my desktop menu I just moved my mouse around and i didn't get any lag.
