How to flash android rom from desktop

Hello friends
today ia am having a most common question but i tried to get the answer from google but i didn't get the answer so i want to ask from you that how to flash android rom from desktop ?
is it possible to flash a an android rom from desktop?

i am having HTC one m7 so please answer in reference of htc one m 7

i am having htc one m7 and i am trying to install "viper one' and "Android_Revolution_HD-One_91.1"
tell me a way to install them from my desktop instead of my phone

Quick question, is your phone rooted? I had an android tablet that wouldn't flash custom Roms until I rooted it (same as jail breaking phones)

1st step would be rooting your phone. 2nd step is install CWM Recovery and backup your phone in case anything goes wrong . Then wipe your data , and if the rom is on your phone install it directly using CWM . Don't forget to download Google apps , otherwise it'll be a pain in the butt to get google play etc.
