How to format an erased dvd+rw disc?

So i was trying to burn an iso file EXTRACTED to a dvd disc, and i thought that i was burning the iso file to the disc. Than i tried to erase with the burning program (which failed) and Windows had an error "Windows cannot use this disc." So i erased the disc (succeeded this time) and now i'm having an another error. "You need to format this disc in able to use it" So i'm quite mad right now and need some help. And yes IT WAS A DVD+RW DISC. Oh yeah, my os is win 7 64 bit.Just because i'm using my laptop since my pc won't even load the disc.
 
Solution
Don't forget that, in dealing with an .iso file, you do NOT merely COPY it to the disk. You need to use burning software that handles .iso files properly, and that usually means that effectively it will take over the entire disk and write to everywhere. So such software often does not need a disk to be Formatted, BUT it certainly needs the disk to have NO data on it before starting.
There are two ways one can use CD/DVD-RW disk:
- like an "USB drive" - it has to be "formatted", then files are copied over with simple copy/paste;
- like old-school CD/DVD drive (or burning an image): using special products like Nero/ImageBurn/Roxio/etc, or (Windows 7 and later) File Explorer (which asks that same question).

So, for ISO file, you'd need a program capable of burning ISO images. But if the disk was used before, you have to erase it first.

Last but not least - DVD+RW media is not that reliable, so it might just got defective beyond repair.
