how to format hard drive

Hi, i want to remove windows 8 and all the files completely from my computer, so a fresh install as you will, but it doesn't seem to bring up an option like it did on windows 7 to format the hard drive, so how do you completely remove every single thing off the hard drive, and put a fresh install on ?

Turn on your PC so that Windows starts normally, insert the Windows 8 DVD or USB flash drive, and then shut down your PC
Restart your PC.

If you restart your PC and your current version of Windows starts, you might have to change the boot order in your PC's BIOS settings so that your PC boots from the media. To get instructions on changing the boot order for your PC, check the documentation that came with your PC or go to the manufacturer's website.

To change the boot order, you'll generally press a combination of keys (such as F2, F12, Delete, Esc) immediately after you turn on your PC. If your current version of Windows still starts, try again by waiting until Windows asks you to sign in, and then restart your PC again.

On the Please read the license terms page, if you accept the license terms, click I accept the license terms, and then click Next.

On the Which type of installation do you want? page, click Custom.

Click the partition that you want to change, click the formatting option you want to perform, and then follow the instructions.

When you've finished formatting, click Next.

Follow the instructions to finish installing Windows 8.

Open Windows 8 Disk Management by pressing "Windows + R" and typing "diskmgmt.msc".
Format a hard drive in Windows 8 with Disk Management
Open Windows 8 Disk Management by pressing "Windows + R" and typing "diskmgmt.msc".
Right click on the hard drive partition (here's D) and select "Format…" in the drop-down menu.
In the pop-up window, you can type a partition label, choose NTFS or FAT32 file system and change cluster size.
With Windows 8 Disk Management, only the size of a partition is smaller than 32GB can be formatted from NTFS to FAT32.
