Same way as you would format SSD without using a PC - there's no difference. You connect it, and then format it - either as part of OS installation, or from within aleady installed OS.

If your idea is to actually detele data from said NVMe drive 0 you surely need a computer where to plug it, somehow.

It has to be connected to a PC one way or other, that goes for any storage solution, not only m.2 nvme ssd.
