How to fully use GTX 970 in SLI (Fixed)

I've been having a problem with fan speeds and usage of both my graphics card with my GTX 970 setup. I noticed that whenever I tried plugging a display into the card in the 2nd slot nothing was displaying whenever SLI was enabled, but when disabled they both work fine. I want to enable SLI because I play games at 2160p and having both cards would help performance. For example when I played Fallout 4 at max settings with one 970 it played at around 20 FPS but when I used SLI it played at 40+ (at the cost of it using 100% of one card even though I enabled SLI).

I also noticed that whenever playing any game no matter how GPU intense it was the main boosted it's fan speed to 100%, even when playing Rise of Nations. So I was wondering how I can fix this because it seems to be that the computer is using 100% of one card and 0% of the other even though I have both in SLI.

As a side note other than the fact it uses 100% fan speed on one and my program says it's hitting the maximum recommended temperature the graphics card I'm using becomes extremely audible; even louder than what I'm hearing in my headphones. Is there a way to use both of the cards somewhat equally or more effective so that one card isn't doing all the work boosting it's fan speed to an intense speed?

The graphics cards I'm using are: EVGA GeForce GTX 970 4GB SSC Gaming ACX 2.0+ & Gigabyte Gigabyte GeForce GTX 970 Mini ITX Overclocked

I did some more information digging and found that the fan problem was a Mini ITX Geforce GTX 970 problem and that is the card that was used for the main card initially making the sound incredible loud and that it is normal for SLI to use 100% performance from one card.
