Currently living in an apartment where the Wi-Fi signal is abysmal. No repeater or network card seem to improve the connection. The landlord got acess to the router and modem, but won't let us see it nor add a wall socket for ethernet.. Currently living off the internet on my phone.

No ethernet connections and no possibility of moving my computer another cm.

So, my question is: How do I get a stable connection that let's me download more than 11Kb/s on this 100Mb/s line?

Is there some reason you cannot have your own service brought in? Do you pay other utilities or have access to others like cable, phone, power, etc. or is it all included with type situation?

The only other thing I can think of would be to utilize one of the cell hot spots. Pricing would likely be in line with tethering data rates so likely too expensive.

Can you get DSL service? You'll never get anything from your landlord it seems.

I would guess that the router is probably ancient or misconfigured and you are connecting through b/g protocol rather than say N or AC. The only way to be certain is to get into the router and look at the configuration. Its actually a rather simple process IF you are familiar with it. You need to find out some basic info such as your IP address and the gateway IP address to get started (DOS window type IPCONFIG /ALL)....
