how to identify if cpu is damaged

i built my cousin a computer about two years ago with a water cooler. the cooler leaked, and he didnt notice the temps untill i looked a few days after he noticed his games lagging. speedfan measured 125 C! im suprised the computer didnt shut it down, the idle temps were about 90... so im thinking that some of the long term issues he has been having with his computer after i replaced the cooler is heat damage from about a year ago (ive been trying to help him for a bout that long...) the gpu isnt the problem, we tried replacing that with no change. im thinking it could be the mother board or the ram too, because the water cooler leaked a little bit, but i dont see how they would be damaged slightly with out being completely destroyed. any ideas? how could i test his cpu?

all of the games he plays he has to set to low settings, and low resolutions. his games are choppy. he has a ivy bridge i7 (3770k i think?)
