How to increase gpu usage?

Will higher frequency ram help? Currently have 1333mhz. Would maybe 2400mhz help? Also the nvidia control panel didn't help by changing the power option to prefer maximum power. Is there any other ways to fix this

What is the problem you are trying to solve? you can't just "increase GPU useage"
 
First, what is your CPU and GPU usage as a percentage? You aren't giving us enough information. Use MSI Afterburner to log both. Second if you are only running 1080p with a 980Ti, then that's your problem. You are not stretching that card's legs.
