How to increase gpu usage?

Will higher frequency ram help? Currently have 1333mhz. Would maybe 2400mhz help? Also the nvidia control panel didn't help by changing the power option to prefer maximum power. Is there any other ways to fix this

What is the problem you are trying to solve? you can't just "increase GPU useage"

First, what is your CPU and GPU usage as a percentage? You aren't giving us enough information. Use MSI Afterburner to log both. Second if you are only running 1080p with a 980Ti, then that's your problem. You are not stretching that card's legs.

For games, disabling V-sync will result in higher FPS, but may exceed your monitor's refresh rate and result in tearing. Also you can increase visual effects and resolution to increase GPU usage.

A GPU not running at full speed is usually a good sign. It means that whatever you are running is going as fast as the settings allow and your GPU is running with less power.

It can be a sign that your system doesn't have enough of another resource to run the game faster. Usually the CPU would be the common culprit. Many older games are single threaded or still rely on a master thread to control all others. As fast as that thread can be run is as good as it will ever get. These are known as CPU bound titles. Usually Real Time Strategies and MMOs.

GPU bound titles are usually games like First Person Shooters and get faster with more graphics performance.
