How to install programs to HDD instead of SSD

I just installed a brand new SSD drive with windows 7 and all my drivers, and i also put google chrome and kapersky antivirus on it as well. I also have a 500gb hdd, and i already opened it up as E:. Now the problem i'm having is downloading programs to the HDD instead of the SSD, so i can save the space on it. I'm not too sure how to go about this.
I already tried to change the download path in chrome to E:\Downloads (which is a folder i made in the E: drive) but that didnt work. I tried downloading starcraft 2, and all that went to E: was the set up application?
When i right click on the icon for starcraft or look for its files, its still int he C: drive which is the SSD. Why did it go back there instead of installing it on the E:?
 
For Google Chrome try the following:
1. Click on the wrench (tool) in the upper right hand corner.
2. Click on Settings
3. Scroll to the bottom and click on "Show advanced settings..."
4. Scroll down to Downloads and then click on the Change button beside "Download location: "
5. Choose the new new location for downloads
6. Place a check in the box beside "Ask where to save each file before downloading"
Step 6 is optional

When you are installing programs do you have the option to choose the install location?

To change the registry, follow these steps:

1. Start Registry Editor by entering “Regedit” in the search All programs.
2. Locate the following:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion
3. Right click on the value named ProgramFilesDir & change the default value C:\Program Files to the path you want to install all your programs in.
4. Click OK and Exit.
