ik how to install windows but how to install windows from fresh build with 2 m.2. i cant really install after i build since im using gen4 as games and 2nd slot for boots.

Solution
Create an install USB from Microsoft's site. Build the new PC and install only the OS drive in the slot you wish it to reside. Boot to the installer, point it to the drive, profit.

Is there some aspect of this we are missing based on your post?

You should be allright as long as both m.2 drives consist of only gpt identifiers and unallocated space. As long as the gen 4 is totally blank and unallocated, the install on the 2nd m.2 won't affect it.
Absolutely have only one drive connected.
No matter what the type.

Why?
The boot partition often/usually ends up on the other drive.
Remove that or it dies...no boot for you.

Yes, Windows does this.

One drive and one drive only.
Reconnect the others later.

110%

DO NOT clean install Windows from USB/installer with more than the destination drive connected.

No, I did this last weekend and it was fine. As long as the other drive is totally unallocated, it won't create any partitions there. But I'll test it again tonight just to make sure.
