Question How to know when it changes

I recently got an i7 9700 at 3.6 ghz but it 'supposedly' can go up to 4.9 ghz if/when needed. How do I know when it changes? Is there some kind of app I can run to see it happening when it happens?

Use hwinfo64 and run Cinebench.
