How to locate web author from a web site

How do I find the name and address of the registered web page author when the web page is NOT of the format:

name.com
name.net.
name.org
etc.

I use register.com now to WHOIS the author but some sites do not follow the conventional naming format. Suppose the web page DOES follow the std naming format but register.com cannot find that name? What does that mean? Thanks.
