How to make a hotspot using existing wifi with VPN?

Basically, my situations is as follows: A colleague and I like to work in a coffee shop in the morning, but both are wary of their free wifi. As such, I have been using my iPhone as a hotspot using 4G data, which I have limited of. I also happen to have "Private Internet Access" on my latop (basically a VPN), which works fine on its one, but my buddy does not.

Thus my question: Other than convincing my friend to get a VPN, Is there another way I can use the shop's wifi, have it go through my VPN, and then rebroadcast it so that my friend can use it? Are there any programs for that? Currently, I have a Dell Inspiron with Windows 7, if that is of any use.

Just using the VPN alone would do fine, and PIA lets you have 5 accounts logged in at once, so you could give him the user/password and use it.
