Its a acer nitro5 10300H rtx3050 , laptop elevated for very fresh air intake.
I tried a few fan speed program but none worked

Repasted the thermal paste , cpu 1,2 is always 10 degrees higher than cpu 3, 4. Same as before

The nitro sense app does nothing useful

What app, utilities, and so forth are being launched at startup?

Are all of them immediately necessary?

Take a look in Task Manager, Resource Monitor, and Process Explorer (Microsoft, free).

https://docs.microsoft.com/en-us/sysinternals/downloads/process-explorer

Discover what all is running, determine what it is and is doing (some may not be immediately obvious), and then remove from startup or otherwise disable. Be sure to investigate first versus blindly stopping and/or deleting anything.

Maybe you can reduce the CPU's work load and thus cool things down a bit.

Light games - which games?

Remember that the CPU may be doing or trying to do other things in the background: updates, AV scans, backups, apps trying to "phone home".....

And also check Task Scheduler - even if something is not launched at startup it could be triggered and launched at some time after the laptop has been booted up. Could even be due to one of the games.

It is normal for a couple of cores to run hotter than the others.
That is because they are located on different parts of the cpu die.
But, 10c. difference seems to be a bit much.
I might repaste again, concentrating on getting the cooler mounted evenly.

Gaming laptops have a heat problem when under load.
between a strong cpu and graphics chip, a lot of heat is generated.
Small and light laptop coolers do not cope very well.

Not much to be done about it.

Its just strange, from hwmonitor
The cpu temps jumps all around from 40C to 70C in split second, how fast the temps drops really surprised me

Is there any way to control voltage on 10th gen laptop?

Laptop bios will not have much in the way of adjustability.
Probably the simplest thing to try is to go to windows power options/change plan settings/change advanced power settings and reduce the max cpu % from 100% to a lesser number. 99% might be all you need.
