You have to buy a touchscreen monitor. There is no way to change a monitor to make it into a touchscreen.

Unless you find an amazing deal, a touchscreen monitor runs about $300 for a measly 15" display, so the $299 price you see is entirely reasonable.

Your best bet if touch screen is a must is buy a oem all in one desktop. Touchscreen monitors are to expensive and not as responsive as what comes in oem premades. Windows 8 is fail because all of the desktop users, that refuse to upgrade to touch.

Annnnd reading failure. Following your link, right in the very first section, "Unfortunately, most desktop monitors can not be converted into a touch screen because there is not enough space behind the front bezel to fit the touch sensor and no room to install the touch screen controller behind the LCD chassis"

There are very few monitors that have room to install the integrated kit. if you want to use one of the ones that go over your screen, they only fit monitors 32" and larger and because they hang off the front they don't visually align with the image displayed. It's a poor substitute for an actual touch screen, and it costs nearly as much as just buying a new monitor with touch capability to begin with. There is a reason you can't find them for sale in stores.

Just because there technically is a way it can be done doesn't mean it's practical, economical, or a good idea.

No there isnt a way to just turn a screen into a touch-screen.

Most I can think of that will mimic the effect is if you had sensor, something similar to a Microsoft Kinect, watching the screen and you programmed it to detect where your hand is relative to the screen and use that as an input.
However motion detection that precise pretty much hasn't been done yet. Not even thinking of the technical nightmare it would be to program such a thing.

Long story short; just pay up and get a touchscreen.
Or maybe a mouse, that could work

Do not get an all in one pc unless your only going to use it for the most basic things. There a pain is the ass to work on and not very practical. Also windows 8 does not need a touchscreen. Most of the bad press has nothing to do with that. I use it just fine without one but there's no denying it would be better with one. Your only good option here is to buy a new monitor and the 299 price sounds good to me.

yes, it is possible. wintouch, for example, attaches to usb port, about $100. Techie or not, other solutions offered when you search amazon, youtube, ebay and instructables or make magazine. do the search for converting to touch screen.

find a frame, even a picture frame or lengths of wood to retrofit in place of the monitor's original. not everyone's choice, but some people might find it worth the adventure.

Could have been handy if they were around back in 2012 when the question was asked.

the easiest and cheapest way would be if you already have a kenect sensor. you can look up tutorials online on how to do so

Hope this helped!
