Question How to minimize android phone net usage when teathering

I have a android phone (oneplus 6 and running android 9 pie) is there a option or program that would make my phone not use internet connection itself, and give the usb teather to my pc so that my phone would not interfear by not using any of the connection itself? So my pc would get the full internet potential

Because currently my phone uses 20% of the internet, and lefts my pc eith only 80% of the full potential internet.
