[SOLVED] how to play 4k video???

i can play or is stream 4k videos on youtube and google chrome but i cant play them on vlc when i download them
my laptop specs are really low i have i5-560m with nvs 3100m and 4gb ram
so why i can play 4k videos on chrome but not on my pc is it cuz it is streaming but still video needs to be rendered right??? please help i am really confused

u will need hardware accelerated h265 codec for media players
its available on microsoft store
