How to repair Windows if tablet won't use USB stick as boot device?

I need to do a Windows repair on a Toshiba Encore 2 Write. I have my Windows repair install on USB drive (connected via a USB to mini usb adaptor).

When logged into Windows, I cannot open any system preference Windows at all - so I can't update anything. Choosing the USB for booting in BIOS just leads to a BSOD.

Ideas on how to proceed?

Test your "repair install on USB" on some other computer.
There's probably something wrong with it.
